• When We Count: The When We Count Fellowship is the DNC’s largest-ever voter registration program. Through a paid, part-time fellowship, young people will be trained to register new Democratic voters in their own communities and help close critical registration gaps in battleground states ahead of the 2026 midterms.

• NextWave Regional Bootcamp: Our NextWave Regional Bootcamp training program, the DNC’s largest-ever in-person campaign staff training program, serves to strengthen the pipeline of the next generation of campaign and party staff, and prepare them to win races up and down the ballot for 2026 and beyond.

• Local Listeners: The DNC launched the seven-week Local Listeners bootcamp to train participants, ranging from first-time volunteers to seasoned organizers, on how to better connect with voters through ‘active listening’ and ‘having difficult conversations about politics.’ Alongside the bootcamp, we launched Local Listeners Phone Banks, where supporters will be trained on the same listening skills but over the phone, and put them to the test. The goal is to have meaningful, listening-first conversations with voters in strategically important districts, centering active listening and strong feedback loops.

And just last week, we wrapped up our first National Voter Registration Week of Action of the year that featured over 150 voter registration drives across 29 states, including on college campuses and in rural communities where the DNC has never organized before.

But it doesn’t stop there. As part of the DNC’s ongoing work to innovate and modernize our party’s organizing approaches, we launched the Playbook, a guidebook for campaigns, organizers, and Democrats across the ecosystem to help build winning campaigns in 2026 and for years to come.

Through strategic, innovative organizing efforts, Democrats have consistently outperformed expectations in tough races up and down the ballot. We are thrilled to continue building on this momentum and securing victories in 2026 and beyond.

Key Takeaways: Evolving Beyond the “Numbers Game”

In the 2023-2024 cycle, we saw record-breaking outputs — 100 million doors knocked and 400 million texts sent yet contact rates declined. We need to expand our tactics and rethink how we engage with voters, especially early in the cycle.

The Playbook introduces three critical shifts:

1. Listen First, ID After: We are moving away from impersonal, script-heavy interactions. Our new conversation model focuses on “listening with curiosity” and connecting through shared experiences before asking for a vote.

2. Dismantle Department Siloes: To reach voters effectively, we must integrate Digital and Coalitions into our broader organizing strategy. The Playbook introduces a new organizational structure featuring “Coalition Regions” to better engage specific identity and language groups.

3. Invest in Our People: A 2024 Trestle Collaborative survey found that 60% of 2024 organizers rated their onboarding as “non-existent” to “average”. The Playbook provides new staffing designs and best practices for hiring and development to ensure our teams are prepared from day one.

A few reminders:

• No candidates, states, or campaigns are the same. The Playbook provides baseline principles, templates, and guides that can be adapted to organize on any race.

• Take from it what’s helpful. Throughout the Playbook we encourage states and campaigns to take ideas that are helpful, leave what doesn’t work, and challenge our ideas.

• The Playbook is a living document. As we test and pilot strategies, we will update the Playbook to highlight what’s working and where we can pivot.

In Texas’ primary elections, Democratic enthusiasm reached heights not seen in decades as voters turned out in droves to support Democrats. For the first time in over 20 years, Democrats outperformed Republicans during early voting and trampled their voter turnout on Election Day. In stark contrast, Texas Republicans are now stuck battling each other in costly runoff elections.

Meanwhile, a Blue Wave swept across North Carolina as voters surged to the polls to vote for strong Democratic candidates. After a massive turnout in the primary, Democratic early voting turnout was nearly 50% higher than Republican turnout, underscoring just how much voters have soured on Donald Trump and his Republican allies.

Democrats also pulled off a major upset in Arkansas. Democrat Alex Holladay clinched victory in the House District 70 election by nearly 15 points, flipping a seat Democrats have not held in decades. Democrats have flipped 28 state legislative seats since Trump took office — while Republicans remain at zero.

And in Florida, while Republicans are self-destructing after shocking racist messages surfaced in yet another Republican group chat, the Boca Raton mayoral race is headed for a recount after Mike Liebelson and Andy Thomson, a Democratic lawyer, finished just six votes apart.

The bottom line: In red, blue, and purple districts alike, Democrats are overperforming and winning back-to-back as we build Democratic power across all levels of government to ensure everyday Americans have strong leaders fighting for them.

Over the last seven weeks, volunteers have had the opportunity to learn how to have meaningful, grounded conversations in their communities through our Local Listeners Program. The first of its kind, the national program proved to be an incredible success — equipping supporters nationwide with the skills and tools needed to understand voters’ feelings and attitudes in every state across the country.

Throughout each week, Local Listeners learned the importance of deep listening and empathetic engagement, how to effectively handle challenging political discussions involving frustration or confusion, and how to successfully tailor the framing of Democratic initiatives to local communities. Paired with in-session and post-session activities to refine these skills, participants were able to build on each week’s learnings and develop sustainable organizing practices.

For Local Listeners, the program offered a unique opportunity to meet with other organizers and dedicated messengers and learn beyond just relational building. Ranging from first-time volunteers to seasoned organizers, there was something for everyone to learn.

After just one year into his term, Trump’s economic policies have left Black Americans in the lurch. Although he promised to usher in a “golden age” for America once he took office, Trump’s reckless trade policies have led to sky-high prices and have substantially hurt Black families and small businesses. It’s no surprise that only 9% of Black voters approve of Trump’s handling of the economy.

Despite Trump’s disastrous economic agenda and Republicans downplaying — or worse, justifying — the immoral injustices of slavery and Jim Crow, Democrats have fought and will continue to fight for a better future, one where quality health care, affordable housing, and a good education are the birthright of every American.

Last weekend, masked federal agents murdered Alex Pretti, a U.S. citizen and ICU nurse, in broad daylight. Donald Trump has turned federal law enforcement into a political tool and a weapon of chaos that has terrorized communities and targeted American citizens, lawful residents, and children. Immediately after the horrific shooting, Trump administration officials took to the airwaves to slander the man killed by federal agents, abdicate responsibility, and tell Americans not to believe what they are seeing with their own eyes. Now, administration officials are desperately trying to backtrack their shamelessly manufactured false narrative to protect their careers and ongoing campaign of chaos and terror.

Meanwhile, federal agents continue operating in our communities with weapons, little oversight, and too much power. People are getting hurt, unlawfully detained, and killed. This is not okay.

We are standing with Minnesota and our neighbors for what’s right. Here are three things you can do:

Tell Elected Officials to Act

Congress controls the funding for ICE and CBP. If lawmakers don’t act, federal immigration enforcement will keep operating the same way. But you have the power to change that. You can pressure them to:

• Demand an end to the ICE operation in Minneapolis and stop other large-scale escalations in our communities.

• Call for a clear and open investigation into the killings of Renee Nicole Good and Alex Pretti and their failure to hold its agents accountable to the law.

Contact Congress with ACLU

This week, Senate Democrats refused to give ICE a blank check with zero accountability. Afterwards, Republicans caved to Democratic demands by agreeing to amend the DHS funding bill and setting a two-week deadline to negotiate critical reforms.

Since being sworn into office one year ago, Donald Trump and his administration have wreaked havoc on the American people. His presidency has delivered devastating consequences for working families, rural communities, and small businesses across the country. If his second term can be summed up into a single message, it’s this: Trump first, Americans last.

Under Trump’s economy, families are paying more for groceries, Americans are finding it harder to find a job, and working communities are facing the steepest cuts ever to Medicaid and SNAP — while the ultra-rich received a massive, permanent tax break.

While Americans want the government to focus on affordability, Trump and Republicans remain focused on out-of-control immigration enforcement and picking fights abroad. It’s no surprise that a majority of Americans disapprove of Trump’s job performance and more than two-thirds disapprove of his handling of the economy.

On the other hand, Democrats are committed to lowering costs for working families and delivering for the American people. In the past year, House Democrats pushed forward key efforts to release the Epstein files and extend the Affordable Care Act tax credits, while Democratic attorneys general have fought to restore billions of dollars in federal funding for public health, education, and other vital services through lawsuits against the Trump administration.

And it doesn’t stop there. This November, Democrats are keeping the fight going with candidates who will hold Trump and Republicans accountable for the damage they’ve inflicted over the past year. If the 2025 elections taught us anything, it’s that when we listen to the American people and organize to support communities, we can make a difference. Let’s keep the momentum going — together.

Following the murder of a U.S. citizen and mother of three at the hands of an ICE agent, poll after poll after poll has shown that the American public isn’t buying what the Trump administration is selling. As we step into the new year and gear up for the midterm elections, Democrats are ready to secure victories nationwide. But we can’t do it alone.

While 2025 proved that momentum is on our side, between 2020 and 2024, Democrats lost ground in voter registration nationwide, including a net loss of more than 2.1 million registered Democrats. In 2024, Republicans registered an outright majority of new voters under 45 who chose a major party — a reversal from just a few cycles ago.

Democrats are not ignoring this reality. We are taking responsibility for fixing it. That’s why the Democratic National Committee is taking on the growing voter registration gap head-on.

Introducing When We Count — the DNC’s voter registration initiative to close voter registration gaps by meeting young people where they live, work, and gather.

To date, many progressive voter registration programs have focused solely on college campuses, but around 60% of Americans between ages 18 and 24 are not enrolled in college. We intend to fill that gap, hiring fellows who won’t just show up on college campuses, but everywhere that young people are. Launching first in Arizona and Nevada, the program will be the DNC’s largest-ever voter registration effort focused on building long-term power and ensuring young people and voters of color, especially those who haven’t been engaged before, have a meaningful voice in our democracy.

Last spring, we rolled out our principles of organizing, centering our efforts on the organizing tactics that we know work, cut through the noise, and prepare us for the future. Since then, the DNC’s Distributed Organizing and Technology teams have been testing new tactics, tools, and planning for the future. Now, 2026 is here, and it’s time to take what we’ve learned and roll out new programs, continue to test new tools, and build energy ahead of November.

2025 Distributed Program Learnings

In 2025, the Distributed Organizing Team tested how to scale non-traditional voter contact without relying heavily on traditional relational organizing tools. Through our People’s Network programming, we trained over 500 supporters to organize within their own networks, resulting in more than 6,000 conversations with friends, neighbors, and community members, over coffee, online, and at local events.

At the same time, DNC volunteers made more than 1 million traditional voter contact calls, including Get Out the Vote efforts and redistricting pressure campaigns in states like Texas and Indiana.

Our biggest learning: Scaling non-traditional voter contact types takes time, dedication, and buy-in from supporters, who may be used to jumping on a phone bank, but are less accustomed to engaging neighbors or friends in deeper conversations.

Along with testing tactics, our team worked to pilot a number of new organizing tools, selected from our 2025 Organizing RFP process, to support those tactics both with organizers in the states and with our distributed organizing team nationally. Tools tested were everything from new events platforms for volunteers to seamlessly sign up to join our team, to volunteer management tools for organizers to better understand the relationships in their community.

Between testing the new tactics and tools, our team feels prepared to take on the challenge of organizing in 2026 head-on.

Strategic Imperatives for the DNC’s Distributed Organizing Program in 2026

As we build toward the November elections, our focus in 2026 is clear:

1. Activate and train supporters as the face, voice, and ears of the party in their communities.

2. Scale effective, non-traditional voter contact with the same urgency as traditional methods.

3. Continue testing and innovating within traditional voter contact tactics, including over the phone and on the doors.

Our new Local Listeners bootcamp is just the first step. Over the years, organizing work has skipped training on basic skills like active listening, leaving voters to feel like they aren’t being heard or represented by the party. Through this program, we will build thousands of skilled listeners, create strong feedback loops, and invest in our supporters who can authentically represent the party where they live.

Alongside the bootcamp, we are launching Local Listeners Phone Banks, where supporters will be trained on the same listening skills but over the phone, and put them to the test. The goal is to have meaningful, listening-first conversations with voters in strategically important districts, centering active listening and strong feedback loops. From this programming, we hope to:

• Pilot qualitative data collection from phone conversations and test how we analyze and use it.

• Strengthen callers’ ability to lead listening-first conversations in preparation for persuasion and vote plan work later this year.

• Better understand the emotions and experiences of voters in key congressional districts.

Participants will receive additional training on open-ended scripts, best practices for engaging disillusioned voters, and managing non-traditional call flows. Notes from conversations will be collated and recapped into reports on the effectiveness of the conversations and pull out any key voter sentiments.

Lastly, our team will continue to test and work with tools that support us in these imperatives, and we are eager to share more later this year, roll out new parts of our organizing program, and more. After the Democrats’ historic Blue Sweep in November, one thing is clear – when we organize everywhere, we can win anywhere. Across New Jersey, Virginia, Pennsylvania, and California, Democratic coordinated campaigns recruited and trained thousands of volunteers, with millions of doors knocked, phone calls made, and texts sent, reaching voters across the country.

And we’re only getting started.

As we gear up for the midterms in 2026, the DNC is excited to share a new training opportunity: the Local Listeners Program, a seven-week virtual series that helps volunteers build the skills to have meaningful, grounded conversations in their communities.

The Democratic Party should be showing up in every community to hear from people on the ground, and this is our answer to that. Our Local Listeners will join a national feedback loop to understand voters’ feelings and attitudes in every state across the country.

As a Local Listener, training participants will learn how to:

• Listen deeply and engage people with empathy

• Become a part of a nationwide feedback loop to make sure we continue to hear from and understand what voters are feeling

• Have effective conversations with friends, family, neighbors, and online communities

• Navigate frustration, disillusionment, or confusion about politics

• Talk about what Democrats are doing in ways that resonate locally

• Strengthen their community by helping bring more people into the work

• Become a part of our broader organizing infrastructure that helps lift up voter voices

But this election season is not over. In just a few weeks, elections in Florida and Tennessee will be taking place, giving voters another chance to fight back against Trump’s harmful policies against the American people.

Tennessee

As early voting takes place, Democrats are fighting to ensure Tennessee voters know the clear choice they face on December 2 in Tennessee’s 7th Congressional District. State Rep. Aftyn Behn is running a campaign that is laser-focused on protecting health care and lowering costs for Tennessee families. From serving in the Tennessee legislature to her years as a community organizer, Aftyn has dedicated her life to holding government accountable and demanding transparency from those in power.
