I think we need to pressure a lot more than 4. 4 is the minimum you need to have the bill not pass. But we’ve see the chicanery that happens at vote time. The vote gets held while the holdouts get pressured/bribed/threatened/whatever. Then the bill passes. I think it’s narrow sighted to only focus on 4.
